About MRVC Vigilance
Vigilance Department, Mumbai Railway Vikas Corporation deals with all vigilance matters pertaining to the Corporation. The Chief Vigilance Officer, heads this Unit. The CVO is assisted by one part time Deputy Chief Vigilance Officer, one full time Manager (Vigilance) and one part time Manager (Vigilance/Electrical). The Vigilance Department of MRVC works in close coordination with the Vigilance Department of the Ministry of Railways and the Central Vigilance Commission. The functions of vigilance in MRVC are to conduct preventive checks and to investigate the complaints from various sources. Vigilance Department also advises system improvement where-ever necessary to improve the administrative functioning of MRVC. The Department arranges vigilance awareness programme from time to time for the benefit of all concerned.
Complaints
Complaint on vigilance matters related to MRVC can be made by anybody as this forms the main source of Information related to corruption. According to the instruction of CVC, anonymous / pseudonymous complaints are not entertained. The signed complaints can also be handed over personally to vigilance functionaries. The details of the complaint should be specific and verifiable. While the complainant will have to give all details regarding identity etc., the informant will not have to give any details other than the information he chooses to give.

Whistle Blower Complaints
Dealing of complaints received/filed as Whistle Blower Complaints under Public Interest Disclosure and Protection of Informer Resolution (PIDPIR):
a) Whenever the complainant, for valid reasons, intends to keep his identity secret while processing the complaint, he can lodge the complaint under “Public Interest disclosure and Protection of Informers Resolution (PIDPIR), 2004”.
b) Such complaints can either be lodged directly with Central Vigilance Commission or with the nominated Designated Authorities concerned.
c) The PED/Vigilance & CVO of Ministry of Railways is the nominated Designated Authority to receive the complaints filed under PIDPIR for all units of Indian Railways including MRVCL. It is clarified that CVO, MRVCL is not the Designated Authority to receive the Whistle Blower complaints (the complaints filed under PIDPIR) for MRVCL.

e) Any such complaints directly received by CVO, MRVCL will be forwarded to the designated Authority of the Ministry of Railways for orders/necessary action.
f) The Complaints under PIDPI Resolution can be sent to Secretary, Central Vigilance Commission also directly.
g) The envelope containing PIDPI Resolution Complaints shall be super-scribed “Complaint under The Public Interest Disclosure”
